Near the ship The Victoria in Lith Harbor, I met a heavily bearded crewmember named Teo. He does have some Weird Medicine, but says that in order to use it properly, he needs a Sparkling Rock. He promised that if I bring it to him, he’ll gladly hand it over. To obtain the Sparkling Rock, I should head to Perion Department Store and speak with Sophia, the daughter of the inn’s owner. I met Sophia. To make the Sparkling Rock, she said she needs Arcon's Blood.
